FD 360826 Questionable Practice

FD 360826 Questionable Practice is a practice of Loudoun County, Virginia to finance the county's budget through something that may be viewed as offending and harassment.


FD 360826

On October 18th, 2018, one driver, referred here as GAJ, was picking a passenger at the International Washington Dulles Airport. GAJ waited for the passenger in the dedicated cell-phone parking lot and, when the passenger called that he is standing at Door 4 on the upper arrivals level, GAJ started moving towards the door.

According to GAJ, the traffic was heavy. Several traffic officers regulated it. While following their instructions, GAJ parked at the closest spot to the Door 4, picked up the passenger, his luggage, and left the airport. GAJ asserts that GAJ didn't park nor wait for the passenger -- the passenger was waiting at the door and it took very short time to load the luggage, get the passenger sited in the car, and leave the airport.

Later in that day, GAJ discovered No FD 360826 "Notice of parking violation" at the windshield. The notice stated that "Violation of posted sign" as its reason.

GAJ returned to the airport and failed to find any sign that GAJ could possibly violate. However, another part of the notice deeply offended GAJ -- the notice stated that GAJ received the "Violator's copy," so the Loudoun County's officer made his or her decision that GAJ is a violator without any, neither fair nor unfair, trial.

Informing the County about its abusing practice

In writing, GAJ informed the Loudoun County that the Loudoun County's determination was offending. By this letter, GAJ expressed the will to contest any allegations. On November 12th, 2018 left the United States because of a trip overseas.

H. Roger Zurn, Jr. office responses

On December 19th, 2018, GAJ returned back, to the United States from the trip overseas. GAJ discovered two mailings from the office of the Loudoun County Treasurer, H. Roger Zurn, Jr. The first letter was signed by Klayton Lambert, "Information Services Asst." and stated,

We have received your letter regarding Dulles Parking Ticket FD360826. If you wish to contest this ticket, you must call 703-777-0280, to request a date to appear before the Loudoun General District Court. [...] You must establish a court date or pay by 11/26/2018.

Another mailing was a "Notice of unpaid parking violation." The notice contained threats and asserted the same statements that GAJ believed was abusive. Particularly, it stated,

If you have any questions regarding this violation, [...] please contact our office.

H. Roger Zurn, Jr. office literally requested GAJ to admit the violation in order to ask questions about it.

GAJ's request for justice

Since GAJ wasn't given any opportunity to argue on the issue, GAJ mailed his request for justice to the Loudoun Treasurer, Loudoun District Court, offices of the Loudoun County Board of Supervisors, and Commonwealth's Attorney. On February 7th, 20, GAJ wrote:

Dear County Board of Supervisors Officer,

I would like you to be aware of abuse and harassment that your county is practicing. That harassment might be just a feature of the Treasurer's office, but I believe that the abuse is institutional because of involvement of at least two departments.

Dear County Treasurer,

Please check a dictionary -- what your office does should be defined as harassment. I informed you that I don't like to be abused and your office used my warning in order to continue abusing me. No one can call me a "violator" without a fair trial. I don't think that this is the case, but even if you mean that the Loundoun County Court is corrupted and they allow you making decisions on their behalf, some trial, even unfair, should be followed.

Dear County District Court Officer,

I wonder whether judges serving in your court have even seen such abusing tickets such I attach. If they are, why didn't anyone question the fact that Loudoun County's Police and Treasurer execute the judicial powers that shall be executed by your court? Are you sure that the judges can be called judges?

Please be aware that I would love to be heard in the court on the situation on October 18th, 2018, or this very concern, or both.

Please also be aware that suppressive power of the Loudoun County Treasurer is greater than my power to get any trial. I might be forced to pay the alleged penalty, but my payment cannot in any way to constitute my fault.

Dear Commonwealth's Attorney Officer,

I would like to bring to your attention my perception that the Loudoun County alternates justice while abusing its visitors and denying the justice. I also believe that the actions of several representatives of the county are harassing and illegal. At least, these actions are immoral and offensive.

I also wonder about timing of the notice. I might be wrong, but it looks like Mr. H. Roger Zurn, Jr., or someone(s) else decided to finance the budget, let say, in order to raise money for the end-of-the-year bonus, using its police and ticket capacities. May I ask you to collect better information on the issue?

Dear Officers,

Please note that I was raised in a former republic of the Soviet bloc. I am sensitive to the authoritative practices. Correct -- I would understand if coordinators in the treasurer's office would represent some region of authoritative Belarus. However, abusing people, denying them justice, harassing them, and trying to make money out of this denial, abuse, and harassment should not be tolerated in the Commonwealth of Virginia. Especially, when being practiced by county officials.

Please let me know what you believe I can do in this situation. If you believe that I didn't do something that I could do, please let me know as well. I seek for the justice I have been denied so far, and, beyond that, I also seek for improvements in the County's practices.

I am deeply offended and intent to seek justice not only through legal procedures, but also in the court of public opinion. That means that your possible replies, especially meaningless "we-regret-to-hear"'s will be posted online. I can give access to anyone to post their views as well.
