Vertical deployment is a term denoting that all of the levels of the management of a firm are involved in the firm's quality efforts.

According to Managing Quality by Foster (6th edition),

Vertical deployment. A term denoting that all of the levels of the management of a firm are involved in the firm's quality efforts.
